在105年度的第一期計畫，已經將智慧電錶建置訂為最優先發展，原本在校本部71棟大樓124具計費電錶均屬舊型機械式電錶，抄錶及維護費用高，且分佈於各系所大樓管理不易，所以在105年度第一階段先建置25顆智慧型數位電錶。

其餘智慧電錶的佈建在106年度第二階段完成，其中還包含部分電錶位於戶外，要再鋪設實體網路線恐需開挖馬路，並且會有距離過長、後續維護困難、成本過高等種種問題，所以這些電錶的佈建結合LoRa低功耗廣域網路技術，以此少量資料且長距離傳輸的絕佳解決方案，設立一個LoRa基地台即涵蓋整個校園的傳訊。智慧型數位電表能有效解決管理問題，蒐集電力資訊供學校節能規劃，即時監控機制提早發現校園用電異常情形，並能避免超約狀況。
